I had this kind of problem recently, and it's quite frustrating that PS couldn't open the file while the other 'simple' program like Windows picture viewer could. Here are some workaround I did and it worked well without using any 3rd party app: • Open it in Paint program, and then save it in other format like PNG or BMP. Used to save photographs, JPEG format retains all color information in an image but compresses file size by selectively discarding data. You can choose the level of compression. Higher compression results in lower image quality and a smaller file size; lower compression results in better image quality and a larger file size. You can easily export images from Photos for Mac by way of dragging, but know that the app’s changed its export behavior since its initial release. In Photos 1.0, dragging an image out of the app would save your selection as a downscaled JPEG file. Many times it worked, but sometimes it didn't. • or, Open the image in browser, and then right-click it, copy image. Open the photoshop and make a new document (usually PS will automatically set the size of the new document based on the copied image), and then paste it there. In my experience, those methods always work.
